The most important activities of Serbian Association for Criminal Law and Practice

Scientific conference „Serious forms of crime and state reaction“ took place in Trebinje.

A two-days’ scientific conference entitled as „Serious forms of crime and state reaction“ took place in Trebinje. The participants of theis conference called upon the state representatives to improve the efficiency and the quality of crime prevention and suppression, particularly when it comes to combating serious forms of crime. The conference was organized by Ministry of Justice of Srpska Republic and Serbian Association for Criminal Law and Practice. The participants of the conference were the most eminent representatives of judiciary institutions as well as experts in theory and practice of criminal law from Srpska Republic, Serbia, Montenegro, representatives of Serbian police agencies and security and defense services as well as numerous professors from Eastern Sarajevo and Banja Luka.

More than 30 papers were presented at the Conference and books Juvenile Criminal Law and Confiscation of Property Obtained through the commission of Criminal Offence were promoted. The participants emphasized the importance of successful cooperation between judicial, police and other state bodies of the Republic of Serbia and the Republic of Montenegro and pointed out that this kind of cooperation is improving every day. The willingness of judicial institutions to combat serious forms of crime was also expressed.

Professor at the Faculty of Legal sciences in Banja Luka, Ljubinko Mitrovic PhD, pointed out that a large number of conference papers referred to organized crime and confiscation of property obtained through the commission of criminal offences, but he also declared that special attention of the participants was given to the issue of juvenile delinquency. It is important to mention that we have not been facing some serious forms of violence among juvenile offenders in Srpska Republic, said Mitrović, who is also the member of the Presidential Board of Serbian Association for Criminal Law and Practice. He also mentioned that Srpaka Republic has had Law on Juvenile Offenders for more than three years.

Mitrović also said that the needs of juvenile victims of criminal offences are often neglected, and that their role as perpetrators of criminal offences is discussed more often. Although the legislative framework seems to be solid, the problems appear when it comes to its implementation, he said. Finally, he concluded that the entire process of crime suppression depends on the cooperation between the judiciary and the police and expressed his hope that it will be much more successful in the following period.
